The EU’s 2026 Packaging and Packaging Waste Regulation (PPWR) mandates EN 13432-compliant compostable tableware, eliminating uncertified alternatives. Certified corn starch-based products have become the only fully compliant option, reshaping the EU food service supply chain and driving export demand.

EU’s 2026 PPWR Regulations Drive Surge in Certified Corn Starch Tableware Demand

Brussels, Belgium — The EU’s PPWR took full effect in early 2026. It bans uncertified biodegradable goods and tightens traceability rules, making certified corn starch-based tableware the sole compliant alternative to prohibited single-use plastics.
All compostable tableware must pass EN 13432, requiring 90% biodegradation within 180 days in industrial composting and zero harmful residues. Qualified PLA corn starch products without PFAS fully meet the rules, and importers need to submit batch compliance documents.
Non-compliant items will be rejected at borders and fined heavily. A 2026 survey shows 82% of major EU catering businesses have switched to certified corn starch tableware, pushing related orders up by 45% in the first half year.
Exporters face strict tests on PFAS and thermal stability, and pre-shipment lab checks are now mandatory. Analysts expect the market to grow 15% yearly to 2030. With a new unified compostable label arriving in 2027, only certified PFAS-free products can enter Europe’s huge disposable tableware market.
